Who Is Eligible
Single E5 and above, Single Sailors in route not waiting for a ship.
SM with command sponsored dependents.
*You’re not required to stay in Navy installation lodging. Choose/Switch to TLA authorized hotels in Honolulu by simply obtaining a Certificate of Non-availability from on-post lodging.*
Required Documents
- PCS/TDY Orders
- Flight itinerary
- NPPSC 7220/5 TLA Worksheet
- Detailed lodging receipt (after 10 days, or vacating hotel)
*Dependents may apply in absence of SM, must have POA - Certificate of nonavailability (CNA) Issued by Navy Lodge or Navy gateway Inn (NGIS)
- Active Housing Search form (for 2nd or subsequent TLA)
*Departure needs rental release form from landlord or housing certifying vacating.
How to Renew
Turn in a detailed lodging receipt to CPPA every 10 days.
Where To Go
SM Checks into Command and gets orders stamped by the Command Pay and Personnel
Administrator (CPPA). *CPPA is primary POC
When To Go
Commands are different in procedures.
Normal working day proceed to Ship’s ADMIN CPPA
After Hours get orders stamped by Quarterdeck and report back next business day to check in.

Rules
- For SM with dependants or Single E5 and above not waiting to check onboard a ship (i.e.meeting a ship on deployment)
- Dependants must be on PCS orders or be Command Sponsored if dependents were added
after PCS orders were written. - Max 10 days of TLA, few exceptions apply for extensions.
- Retiree/Separatee if stay in local is not entitled to TLA if later decide to move.
- Not intended for personal gain.
